Terrorist groups are making effective use of technology, social media, and other innovative tactics not only to evade arrest and prosecution but to disseminate their propaganda and recruit foot soldiers. For instance, Al-Qaeda’s websites carry manuals on how to construct explosive devices. Social media also provides anonymous avenues for terror groups to communicate with each other. During the 26/11 Mumbai attacks, all the 10 terrorists involved, were in constant communication with their handlers in Pakistan through satellite phones. Those handlers in Pakistan, in turn, were using the Live Breaking News television coverage of the state response to pass on messages to the terrorists, almost in real-time.

To ward off these threats, India should build robust systems to ensure uninterrupted and safe operations of the country’s digital infrastructure. According to Today Lucknow Newspaper, Some states have already initiated concerted steps to ramp up their cyber capabilities.Tackling these cyber challenges will require a great deal of coordinated effort as well as innovative approaches at the inter-agency level. To begin with, it is imperative to address the structural and organizational issues pertaining to the country’s cybersecurity apparatus. The challenges are enormous, and greater financial investments are needed.
Cyber Terrorism is the biggest threat which is spreading on a global scale which is required to take care by whole globe as a one unit. It is becoming bigger threat with development of technology; the more world will depend on digital world more vulnerable it will become. Every day new technology has been introduced with the introduction of new technology new threat is been created. As compare to increasing cyber terror the security for that threat has not been introduced we are lacking behind in making of cyber space a secure place. It is the biggest question of security even for the biggest countries of the world.
